PPE – An Overview of Current Issues

Suppliers should provide detailed product information, including test reports, certification documents, and declarations of conformity. Organisations should not hesitate to request this documentation and verify its authenticity. It is important for organisations to be aware of the certification standards relevant to their region and ensure that the PPE they purchase complies with these standards.

A well-defined procurement process helps ensure that only compliant PPE is purchased. This process should include:

  • Clearly defined requirements for PPE, including relevant standards and performance criteria.
  • Assessing potential suppliers based on their ability to provide compliant PPE, including their quality control processes and past performance.
  • Requesting samples of PPE for evaluation and testing before placing large orders.
  • Including clauses in purchase contracts that require suppliers to provide PPE that meets specified standards and to supply certification documents.

Training employees on the importance of PPE compliance and how to verify the authenticity of PPE is crucial. Workers should be educated on how to:

  • Recognise UKCA, CE markings and other relevant certifications.
  • Conduct visual inspections to identify potential defects or non-compliant features.
  • Report any concerns about PPE quality or fit to their supervisors.

One Size Fits All

The one-size-fits-all approach to PPE design has long been a significant problem, especially in workplaces with a diverse workforce. PPE designed with a single, average body type in mind often fails to accommodate the variety of body shapes and sizes among workers. This issue is particularly pronounced for women and individuals with varied body sizes.

When PPE standards and designs were first developed, they were often based on the average dimensions of the male workforce, which dominated many industries such as construction, manufacturing, and mining. This demographic focus led to the creation of PPE that catered primarily to a single body type. Uniformity in design also facilitated easier stock management and distribution and made it easier to produce large quantities of PPE quickly and at lower costs.

Many women in the workforce now face additional challenges with PPE as a result as products are often designed based on male body dimensions. This can result in PPE that is too large or improperly shaped for women, reducing its effectiveness and comfort. For example, standard-sized safety vests and jackets may be too loose, increasing the risk of getting caught in machinery or obstructing movement. Safety boots designed for men may not provide the necessary support for women’s feet, leading to discomfort and potential foot injuries. Ill-fitting PPE can lead to several problems, including discomfort, reduced protection, and increased risk of injury. It is not only women who experience these issues, any individuals with varied body sizes and shapes may also experience the issues of ill-fitting PPE.

When PPE does not fit correctly, workers are more likely to experience discomfort and may be less inclined to wear the equipment consistently. This non-compliance can result in increased exposure to hazards and a higher likelihood of accidents and injuries. Inadequate protection due to ill-fitting PPE can also lead to long-term health issues.

To address these issues, it is essential to offer PPE that considers the anatomical differences between men and women. This includes providing smaller sizes, different shapes, and adjustable features that ensure a secure and comfortable fit for all workers. Gender-specific PPE can significantly enhance comfort and protection, encouraging better compliance and reducing the risk of accidents.

Beyond gender-specific needs, accommodating diverse body sizes and shapes is crucial for effective PPE. Workers come in various heights, weights, and body proportions, and PPE must reflect this diversity. Offering a range of sizes for items such as gloves, helmets, harnesses, and clothing is essential. Adjustable features, such as straps, buckles, and elastic components, can help ensure a better fit for all users.

Conducting fit testing is a practical approach to ensure PPE fits correctly and provides the necessary protection. Fit testing involves evaluating PPE on individual workers to assess its fit and make any necessary adjustments. This process can help identify issues with standard sizes and highlight the need for customised or alternative PPE solutions.

Engaging workers in the selection process for PPE can help identify the best options for fit, comfort, and functionality. Employers should solicit feedback from employees about their experiences with PPE and involve them in trials of new products. This participatory approach ensures that the selected PPE meets the needs of the workforce and enhances overall safety.

Training workers on the importance of proper fit and how to adjust PPE can also improve its effectiveness. Employees should be educated on how to assess the fit of their PPE and make necessary adjustments. Regular training sessions and fit assessments can help maintain high standards of PPE usage and ensure ongoing protection.

There is a growing recognition of the need to accommodate the diverse body types in the workforce. This includes providing PPE that is specifically designed for women and offering a range of sizes and styles to fit different body shapes. Advances in manufacturing technology, such as 3D printing and customised moulding, are making it more feasible to produce PPE that fits a wider range of body types. These technologies allow for more precise and tailored designs without significantly increasing costs.

Increasing awareness and pressure from regulatory bodies, industry standards organisations, and worker advocacy groups are driving the demand for better-fitting PPE. Employers are becoming more accountable for providing PPE that meets the needs of all employees.

Sustainability and Environmental Impact of PPE

The environmental impact of PPE is another emerging issue. The widespread use of PPE, especially single-use PPE items like masks, gloves, and gowns has led to a significant rise in plastic waste, much of which ends up in landfills, oceans, and other natural habitats, contributing to pollution and harming wildlife.

Many PPE items, such as disposable gloves, masks, face shields, and gowns, are made from various types of plastic, including polypropylene, polyethylene, and polyvinyl chloride. These materials are not biodegradable and can persist in the environment for hundreds of years.

Recycling PPE presents several challenges. First, PPE items are often contaminated with biological, chemical, or hazardous materials, making them unsuitable for standard recycling processes. The contamination risk means that most disposable PPE must be treated as medical or hazardous waste, which requires specialised disposal methods that are more costly and environmentally taxing.

For example, face masks often consist of multiple layers of different plastics, making it difficult to separate and recycle the individual components. The lack of infrastructure for recycling complex plastic products further exacerbates the problem.

Finding sustainable alternatives and promoting the use of reusable PPE where possible is becoming increasingly important for environmentally conscious organisations.

Reusable items such as washable gowns, and durable face shields can be sanitised and reused multiple times, reducing the need for disposable options. While the initial cost of reusable PPE may be higher, the long-term savings and environmental benefits can be substantial.

Developing PPE from biodegradable materials is another promising avenue. Biodegradable gloves, masks, and gowns made from natural fibres or bioplastics can decompose more quickly in the environment, reducing plastic pollution. Research and innovation in this area are essential to create effective and safe biodegradable PPE options. However, one of the primary concerns with biodegradable PPE is whether it can match the performance and durability of traditional PPE made from synthetic materials. Biodegradable materials may degrade more quickly, especially in harsh environments, potentially compromising the protective capabilities of the PPE over time.

The development of standards and certification processes for biodegradable PPE is still in its early stages. Ensuring that biodegradable PPE meets stringent safety and performance standards is essential for its widespread adoption. Without established benchmarks and regulatory oversight, there is a risk of substandard products entering the market, potentially compromising worker safety.

Incorrect PPE Use, Care and Maintenance

Another significant issue is the incorrect use and maintenance of PPE. Even the highest quality equipment can fail to protect workers if not used and maintained correctly.

A significant contributing factor to the incorrect use of PPE is a lack of training. Employees who are not adequately trained may not know how to wear and use PPE correctly. This includes understanding how to properly don and doff equipment, adjust fit, and recognise when PPE is damaged or needs replacement. Additionally, non-compliance due to discomfort or perceived inconvenience is common. Workers may choose not to wear PPE consistently if it is uncomfortable or hinders their ability to perform tasks effectively.

Misuse of PPE is another issue. Using the wrong type of PPE for specific hazards can render the protection ineffective. For example, using chemical-resistant gloves for tasks involving sharp objects can lead to cuts and injuries, as these gloves are not designed for cut resistance. Ensuring that the correct PPE is used for the specific hazard is essential for effective protection.

Inadequate maintenance of PPE also poses significant risks. Regular inspection of PPE is essential to identify wear and tear, damage, or contamination that could compromise its protective qualities. Without routine checks, defective PPE might be used, putting workers at risk. Improper cleaning and storage further exacerbate the problem. PPE must be cleaned according to manufacturer instructions to maintain its protective properties. Improper cleaning methods, such as using harsh chemicals on materials not designed to withstand them, can degrade the equipment.

PPE that is not replaced in a timely manner after becoming damaged or worn out cannot provide adequate protection. Employers must establish a protocol for the timely replacement of PPE. Inadequate record-keeping further compounds these issues and can lead to oversight and failure to replace or repair PPE when necessary. Keeping detailed records of PPE maintenance, inspections, and replacements is crucial for ensuring compliance with safety standards.

To address these issues, organisations should implement comprehensive training programs to provide regular and thorough training on the correct use, fitting, and maintenance of PPE. Establishing a routine schedule for inspecting and maintaining PPE using checklists can ensure all aspects of the equipment are examined, and findings and actions are documented. Investing in high-quality, comfortable PPE that workers are more likely to use consistently, and involving workers in the selection process to ensure the PPE meets their needs and preferences, can improve compliance and safety. Developing clear policies and procedures for the use, maintenance, and replacement of PPE, and ensuring all employees are aware of these policies, is essential. Creating a culture where employees feel comfortable reporting issues with PPE without fear of reprisal and promptly addressing any reported concerns can maintain trust and ensure safety.

Ensuring the effectiveness of PPE involves addressing numerous challenges related to its quality, fit, environmental impact, and proper use and maintenance. The variability in manufacturing standards, the influx of counterfeit products, and the one size fits all design approach all pose significant risks to worker safety. Additionally, the environmental impact of disposable PPE necessitates a shift towards sustainable alternatives. By implementing rigorous quality control measures, adopting a diverse and inclusive approach to PPE design, and promoting comprehensive training and proper maintenance practices, organisations can enhance the safety and well-being of their workers, ensuring PPE serves its critical protective function effectively.
